A roadway project is truly suc- cessful when engineering plan and specifications are properly adhered to. This means, the engineer is onsite to oversee the progress of the project while the paving contractor applies the pavement. It is imperative to make sure all the work is being performed per the engineer’s specifications. Just telling a contractor to “Fix this area” or “apply asphalt here” is not an ade- quate plan.
