Stafford Act would have to be amended to give FEMA the authority to provide direct financial assistance to housing cooperatives and community associations. On May 31, 2023, after many years of working with several members of Congress, the CAI National Legislative Action Committee was pleased to announce that Representative David Rouzer of North Carolina re-introduced H.R. 3777, the Disaster Assistance Fairness Act, with Cosponsors from both sides of the political aisle. This Bill would amend the Stafford Act to authorize FEMA to provide disaster assistance to housing cooperatives and community associations. This Bill would make essential common elements of a community association eligible for FEMA assistance and would make community associations eligible for the removal of debris resulting from a major disaster. H.R. 3777 was initially referred to the House Committee on Transportation and Infrastructure, and on June 1, 2023, it was then referred to the Subcommittee on Economic Development, Public Buildings, and Emergency Management. At this point, H.R. 3777 has yet to have a companion bill in the US Senate. The CAI National Legislative Action Committee is working collaboratively with the National Association of Housing Cooperatives to move this legislation into reality.
