new reserve components, but no less than every 3 years. • Finally, the regulations provide that “the replacement cost for each reserve component included in the study will be a good faith estimate of the cost to the association to replace each reserve component, including demolition and removal costs, in current dollars.” This pro- vision is intended to make clear that the replacement costs are not to be the developer’s costs to install the improvements in the first instance. We are cautiously optimistic that the DCA will adopt these proposals, with the NJBA and CAI-NJ presenting them jointly.
