engineer/architect will prepare spec- ifications or a Request For Proposal (RFP) to be used to solicit bids for the project. The RFP can be distributed to bidders by the engineer/architect or through the property manager. Before the RFP is distributed to bid- ders, the engineer/architect’s role in the bid process should be defined. This can range from no involvement, to developing the bidder list, con- ducting bidder meetings, answering Requests for Information (RFI) from bid- ders, receiving and tabulating bids, “Once the board chooses a contractor to perform the work, the association’s attorney may choose to consult with the engineer/architect...” providing a bid analysis and review- ing the bids with the board. The engineer/architect can also assist the board in interviewing bidders. Once the board chooses a contrac- tor to perform the work, the associ- ation’s attorney may choose to con- sult with the engineer/architect while developing a contract between the association and the successful bidder. For most major projects, the munic- ipal building official will require sub- mission of plans or specifications that are signed and sealed by the engi- neer/architect before building permits are issued. It is not uncommon for the engineer/architect to meet with the code official to address code interpre- tation questions and to discuss munic-
