Also, some history about the trees and other existing problems that the community has been dealing with so far could be of great value in helping to set goals. Sometimes, due to budgetary restraints and the need to address some current concerns, a total inventory plan can be executed over a few fiscal cycles to provide some flexibility in taking on the costs associated with them.
